Jerry Ramos, PE
Jerry Ramos has over 30 years of experience managing and procuring complex projects in Texas for TxDOT, FBGPTRA, FBCTRA, HCTRA, and local government entities. In the past 13 years, Jerry has managed over $13 Billion in GEC, Procurement, and Public-Private Partnership (P3) Projects.
Jerry has a wide range of experience providing services for reconstruction and new construction of highways, toll roads, and local arterials in projects management, consultant oversight, agency coordination, preliminary engineering, and final design.
Zachary Vermillion, PE
Zachary (Zak) Vermillion has over 13 years of experience in the transportation engineering field. He has a wide array of experience, which includes: planning, design, construction engineering, and program management services. Recently, Zak has led Ramos Consulting’s design efforts, overseeing all aspects of design and management of schematic and PS&E design.
Zak’s experienced also includes over 8 years of providing GEC/Program Management services for major/mega projects throughout TxDOT.
Zak currently resides in Atlanta, GA where he is developing our Atlanta office.
Mary Kelly, PE
Mary Kelly has 34 years of experience as a transportation engineer where she has managed the plans, specifications, and estimates (PS&E) for several large highway interchange and roadway design projects. Her experience also includes 23 years of environmental compliance, state and federal resource agency coordination, extensive public involvement including bilingual requirements, U.S. Army Corps of Engineers (USACE) permitting, and National Environmental Policy Act (NEPA) document preparation (EIS’s, EA’s, and Categorical Exclusions).
Her focus has been in environmental planning and compliance for state and federal transportation infrastructure projects, drainage projects, and other linear projects.
Brandon Circle, PE
Brandon Circle has over 5 years of civil engineering experience, primarily focused on transportation. Brandon has experience with projects ranging from site development, roadway PS&E, and hike & bike trails to GEC services, consisting of traditional design-bid-builds, Design-Builds (DB), and Comprehensive Development Agreements (CDA) for clients that include TxDOT, City of Houston, Harris County, HCTRA, FBCTRA, and Houston Parks Board. During the last two years, Brandon has worked on the SH 288 and SH 99 Grand Parkway Segments H&I GEC projects.
Amber McCullough, PE
Amber McCullough, a UT Austin Alum, is a Project Manager with experience that is heavily centered in transportation as it relates to roadway, bridge, and retaining wall design. Through working on a $2B planning & feasibility study of the I-69 corridor, as well as the I-35 & US 183 Multi-level Interchange, Amber also demonstrates technical writing and knowledge of public involvement. Amber rounds out her project experience working with proposals, contracts and specification development, construction phase services, and inspection. Currently, Amber offers her diverse experience serving as the Austin office leader.
Isam Bandak, PE
Isam Bandak has over 25 years of experience designing, managing, and procuring projects in Texas and Virginia. In the past 18 years, he has served TxDOT, CTRMA, NETRMA, and other state and local government clients. His experience includes services for Planning, Design, GEC, Procurement, and Program Management.
Isam has provided engineering and management services on tolled and non-tolled projects. He also served in a key role on major Design-Bid-Build (DBB), Design-Build (DB), Comprehensive Development Agreement (CDA) projects.
Matthew Stephens, PE
Matthew Stephens has over 10 years of transportation experience with a focus on GEC/PMC services for major roadway projects during all phases of project delivery for Design-Bid-Build (DBB) and Design-Build (DB) projects. His technical expertise includes DB contract development, schematic design, feasibility studies, PS&E, scheduling, ROW coordination & oversight, SUE development, and utility construction oversight.
Recently, Matthew has served as the Deputy Project Manager for the $500M DB Oak Hill Parkway project in Austin, Texas.
Kirsten Marshall, PE
Kirsten Marshall has over 8 years of civil engineering experience focused in transportation, land development, and water resources. Her experience includes schematic development, traffic control plan (TCP) phasing, utility and drainage design, cost estimating, and preparation of PS&E packages. Kirsten also has Design-Build (DB) procurement experience. Furthermore, she has extensive experience in technical writing and has developed numerous manuals, guides, procedures, and trainings. Her interpersonal skills have led to successful collaboration with entities such as TxDOT, FEMA, TCEQ, and FBCTRA. Kirsten is based in San Antonio, Texas.
Brandon Hobbs has 12 years of transportation planning and environmental experience. Projects range from bridge replacement projects to complex major/mega projects in the Houston area during all phases of project delivery, consisting of traditional design-bid-builds, DB, and CDAs. During the last year, Brandon supported design-build procurement efforts for $2 Billion in transportation improvement.
Gabrielle Beal has 6 years of experience providing public involvement services for transportation projects. Gabrielle previously served as Public Involvement Officer for the TxDOT Houston Strategic Projects Office $1.04 Billion Grand Parkway DB project.
Gabrielle is currently providing programmatic support for TxDOT in Austin.
Merideth Benefield has over 14 years of experience in the transportation industry. Her expertise includes design-build (DB) procurement support, contract document preparation, stakeholder coordination, and document control. Merideth is currently supporting TxDOT’s alternative delivery program performing project and program controls on upcoming and active DB procurement projects.
Luke Little, EIT
Luke Little graduated from the University of Texas at Austin with a bachelor’s degree in Civil Engineering. During his time at Texas, he worked two internships where he gained experience in commercial construction management, billing, and team building. He has earned an Engineer-in-Training certification from the State of Texas and is currently accumulating experience in estimating, procurement engineering services, and engineering design work using AutoCAD.
Amir Khalili, EIT
Amir Khalili graduated from the Texas A&M University with a bachelor’s degree in Civil Engineering, specializing in Construction Management. He has three years of experience working in a Geotechnical Lab as an inspector; also has experience serving as Quality Assurance for asphalt paving and plants in New York. He is currently accumulating experience on the extension of I-45 project in Houston.
Jonah Lim, EIT
Jonah Lim graduated from the University of Texas at Austin with a bachelor’s degree in Civil Engineering. While at UT, he worked three internships where he gained experience in structural analysis and design, using CAD programs, engineering water and wastewater pipe replacements, and geotechnical investigation and analysis. Jonah has earned his Engineer-in-Training certification from the State of Texas and is currently accruing experience working on both schematic and final design projects.
Selena Alvarado, EIT
Selena Alvarado graduated from the University of Houston with a bachelor’s degree in Civil Engineering and Spanish. While studying at UH, she worked as an intern for Harris County capturing asset data related to Harris County’s roads, bridges, and parking structures. Selena gained experience using various CAD platforms laying out parking lot plans for Harris County. She is currently part of our growing Houston office working on both schematic and PS&E projects throughout the State of Texas.
Alisha Meharali graduated from the University of Texas at Austin with a bachelor’s degree in Civil Engineering, specializing mostly in transportation, water resources, and construction engineering. During her time at Texas, she worked an internship focused on litigation consulting for construction firms. She is currently on track to earn her Engineering-in-Training certification. Alisha plans to continue accumulating experience in the transportation industry, focusing on engineering design work using programs such as Microstation. Alisha works out of the Austin office.
Kevin Hall is a graduate of ITT Tech North Campus in Houston, Texas with an Associate Degree in Applied Science in Drafting and Design. He has been working in the industry for over five years, using GIS, AutoCAD, and MicroStation. Kevin's resume of projects varies across the fields of Transmission and Distribution, Substation, Environmental Services, Oil and Gas, and he is currently in the field of Transportation. Kevin works in our Houston office.
